is there any way of setting tax rates and freight rates for different countries/areas.

ie freight to western australia is the same as to the USA but the USA tax is different in each state so would need to be set depending on the customers address

This would probably need on PayPal side since the store does not collect the state/country prior to checkout.

I have looked at the paypal merchant settings and TAX can be set here for anywhere.  This can also apply to import duties if you add them to the local tax rates.
