The ability to let selected forum members have their own stores. is this possible?

Not currently. The store only allow's forum owner to sell items.

I am working on a separate script to do this though

As a temporary measure,  could you achieve this by using the alternative paypal address when setting up a new product?

Not the same as a full store but could get you out of trouble.
