is there any way that i can set the smf store and the smf classifieds to use the same IPN page?

after looking at paypals terms of use, it appears that they do not want me creating multiple accounts for the same business

You only need to have one IPN url in your paypal account and have IPN enabled.

The Store and Classifieds set their custom paypal url variables which override the default IPN in your paypal account.
