I'm considering purchasing this but I have a question. Is it possible to limit the number of emails sent in an hour?
Also, is it possible to se a delay between emails?

There is no built in feature to limit the number of emails per hour or set a delay in between emails.

I believe in SMF 2.0 with the new email system allows you to set emails per hour limit we expect when SMF 2.0 final is released to update Newsletter Pro to SMF 2.0
