"You are not allowed to view the Gallery"

I have the guests permission setup to have full access on each of my boards, and yet it still says "You are not allowed to view the Gallery".

I do not know what I am doing wrong?!  I have searched, and cannot find any help.

Check the global permissions found under

Admin -> Permissions -> Modify Guests -> Find SMF Gallery
