Access by minimum post but...Bug

Hi !

When you make a Category you have the option minimum post to access .Ok if i put minimum post to access "20" for category B and minimum post to access "1" for category A the user with 1 Post join to A Category where him have access(by 1 minimum Post) to add a download and there under Title he have again menu "Category" and him select Category B(where must to have 20 Post, but him haven't) and belive me or not his download will be put on category B(where minimum post to access is 20) and after right click to the download button and (copy linik) and put on forum a download for that request 50 Credits and him don't have access to category B(50 Credits)(BY 20 MINIMUM POST) and i think that is a bug.
Can you tell me what can i resolve that ?(a moderator of mine discovered this bug).

So the issue is on the add/edit download shows all categories in the category select even those they shouldn't have access to with the min posts feature.

Can you please tell me the solution to modify in code to resolve that problem ?(to can't choose another category where requirement is minimum post to access, that isn't a problem by default downloads menu, problem is after join a category where you can to add download and here you can choose a different category where by default you haven't access by minimum post to access but you can put in that category your download)
