I would check your error log for any related errors.
When you installed the package did say Install or Upgrade?

Sorry for the delay!

It said Install

As for the error log... this one came up.

http://iclickoffroad.com/webwheeling/index.php?action=admin;area=packages;get;sa=uploadThe file you are uploading already exists on the server. Please delete it first then try again.

What if we try to upload the old one before I upgraded

Inside the package manager the SMF Gallery 3.0.3 should not be listed as installed now and should have an install link next to it so you shouldn't have to upload it again.

Uninstalled for the second time... it is sitting there and it says Upgrade now. I clicked upgrade and it did its thing and still nothing. So i have uninstalled again... deleted the package... uploaded again... clicked the upgrade and still no gallery options... uninstalled again and it is just sitting there saying "upgrade"

This is neat... just looking through some tabs on the forum "installed packages" I see the old package 3.0.2. I click uninstall and it says Unable to find package file!

Ok don't click the upgrade link uninstall it again. It needs to say "Install" in the package manager to work correctly.

With SMF 2.0 the package log is now stored in the database and this seems to have caused some issues.
If you have phpMyAdmin browse the smf_log_packages  table in your smf forum and look for any remove any references to SMF Gallery

That sounds like a general hosting issue. Maybe a file permission issue on your forums files and folders.

In phpmyadmin remove any entry for SMF Gallery Pro
