Still looks like either mod_security or php upload limit.
I would try disabling the multiuploader under settings and use the classic image uploader and see if the same issue exists.

the limit was increase to 16mb my host won't go to 32 with out a valid reason. He is very sticky on security. If you can help me give him a valid reason great.

As for mod security he won't turn that off either. I can't even run a .htaccess file on this server.

Did what you suggested and turned that bulk uploader off and now I get an error 500 webpage.

Now put that aside... before all this everything worked until i did the update...

I would check the Apache error logs my guess it is still hitting a mod_security rule setup by the webhost for bulk uploads.

It is a webhosting problem at this point. There is nothing I can change in the gallery that can fix that issue.

I'm just looking for help with this. Sorry I don't understand the code talk...

So why is it that 1mb or less photo can be uploaded (bulk uploader or single) but anything larger it can't be uploaded? I have asked the software to resize the photo... but I still can't get a photo uploaded.

You said our php file had to be increased and it has been increased... still no change...

I'm just looking for your help... and explained in a way that people can understand

Well if it is a filesize issue then that is related to the php settings controlled by the webhost for file uploads. The gallery does not have any code to stop/reject and throw a 404 error in that case.
