Only place add when in category

hi i have created a board of category's, thing is im trying to make them click the category to list the item, but having a problem with the add list feature ubove and below the board.
if they dont click my category and proceed with the add list feature ubove and below, it will not post in my category only in a new board below the category.
is there any advice you can give me.
i have attached the labels below in a pic to show you the tabs that are displaying ubove category and below.

basically i only want add listing button available when they click category on board.
ive tried messing arround with both permissions folder still no joy.

You want to remove the top level add listing button that is in the toolbar?

yes but in both tool bar , i have one below and ubove. its hard to explain but ive made a category and i wish them to click the category on the board first before they can post, the problem the way ive laid it out is people could click add list button below and ubove the category in tool bar and wont place in my category.
i tried the permision folder on category and in configuration but one seems to cancel the the other out.

but would be good if i could hide the category dropdown when they add a listing also as an option in permisions.
