Would it be possible to add permissions for users to "Add New Note" to an image?
I know that the function can be enabled / disabled completely, but I would like my registered users to use the function while guest users should not have permission to insert text notes.

Would making not guest be acceptable? Quests probably shouldn't be able to tag anyway

Absolutely - as long as guest can't and registered users can tag - that would be great!

would like users to be able to add notes to image and add keywords
please add these two permissions

and also please make notes search-able by the gallery search function

UPDATE:
doesn't matter if they can change other's notes and keywords
