Can someone tell me how to enable this?

Enable random news line in the forum header - When this option is enabled, a news item is shown randomly in the forum header each time you refresh the page or navigate through the forum.

Admin -> Current theme.

I disabled it though since it was appearing on the middle of the menu buttons.

In the last forum, I had news at the top. Displaying banners. Can I get that back?

It seems to be an issue with theme, i probably can't fix it easily.

It probably would be better the old way instead of the fader
