Is there a Custom Pages hack/Mod for SMF?  ... I have been looking all day with no luck.

I have TinyPortal installed and there don't seem to be any way of creating custom php/html pages in there either.

You want the "Custom Action" mod.  It'll let you add php, html, or bbcode pages as "action" types.
