Shoutbox

I have a quick question, I've been to a few different sites (SMF/TP?etc) and was wondering if it was possible to have a shoutbox like the one in the link below? I would basically like to have this type of shoutbox under the news roller on my forum with the same functionallity as what I have now SMF/TP block. Thanks in advance and YES I know the site is using vB.
