Max Downloads/Downloads Left?

When I go to store>My orders as a regular test member of our forums and "Download Links" it will show

 Max downloads: 12
 Downloads left: 12

This is correct for how I have it set up now, but when I do the downloads the numbers do not change. I tried to clear the cache and refreash the page, but no matter how many times I download the link as a test member it still shows I have

 Max downloads: 12
 Downloads left: 12

Also when I go in as admin: Store config>Stats and Download Logs it will show for my test member

Total downloads: 1
Downloads left: 11

This also never changes, but I have downloaded that item as a test member 4 or 5 times already.
