I am wondering if it is because my test forum is not uft8 so that's why it is now processing the characters but I really don't have a lot experience with that.

It will not work for international characters at all. Facebook stores them in an odd format that I don't understand. I can not provide support for other character sets.

I updated the page to say it will not work for UTF8 boards.

I do not have other languages installed or use them so I can not support them at this time.
