When i sent my first newsletter i did get about 30 members who opted out the newsletter.
My question is, if i send a new newsletter, and chooses send to "All members", will the newsletter go to those who opted out?

I guess i could choose the list genereted when i sent my last newsletter, but is this necessary?

The newsletter system will not send to users who have been opted out/in the unsubscribe list.
It is safe to send newsletters to existing group/saved list in that case.
