The title is self explanatory. Grant users various awards/medals based on how well their downloadable file is performing. They can either be automatically given when hitting a certain number of downloads, a certain rating, or they can be given manually by Admins as part of a promotion (Top 10 Downloads Contest?)

Now is just part of downloads system or are you talking about integrating with the badge awards system?
