Sending an email to only part of a group.

HI, my newsletter must be sent either in English, French, or Spanish.

Furthermore, sometimes my newsletter will be sent to only American or Canadian citizens.

Is it possible to do this?

This would mean that a newsletter would be sent only to people who have indicated in their profile that they speak French and live in Canada for example.

So I think it would need a code that would say:

If [language] =French and [Province] = Quebec, then send newsletter

Depends if you have the data on user language/location if you do makes it a little bit easier.
