Title: Question about undoing a rating

I have the option set to allow users to undo their ratings so they can change or just remove the rating if they want.  When you leave the page and come back, or even just to a simple refresh, it removes the ability to undo the rating and just shows the rating icons again. 

Is this the way it's supposed to work or do I have something funky going on?

That is currently how it works time limited. It only works on the page and if you refresh you do not have the option anymore.
