Title: Maximum total freight cost

An option to be able to set a maximum total freight cost would be good.

eg if someone purchases alot of different items, a bulk freight cutoff would be good to encourage shoppers to get to that mark to get reduced freight cost.

You can sort of do it with the shipping price condition system. You can say all total orders over $100 cost x amount for shipping
