Modifications Talk / UPLOAD .SWF MANAGEMENT SYSTEM

Hey I have been looking for years for a system that I can use for users to upload .swf games and cartoons.
Alot like

Where when the user uploads, it puts it in a portal page, with a list of recent uploads, top 100, and top uploads of the week. (also the ability to add this code somewhere else to show top 100 and recent uploads)
Then when your at the uploaded content page, you can vote for it, review it, share it, etc.
I am willing to pay for a mod!
