Default License Agreement

Is there a way to have a default license agreement appear when a new download is added. 

Basically I'd like to have a boilerplate that the download is for members only and may not be redistributed unless the author has given written authority, but with a user able to optionally add their own individual license agreement.

Doesn't the License Agreement you added for me cover that as you can add text so if somebody downlaods a item they have to agree to the License.

That works great.  I just want all my downloads to have default text during the upload process, rather than the box being empty, and needing to be filled in each time.

On our site, we allow members to upload, and just want boilerplate, which they are free to change if they want their own licensing agreement.

I think it could be done by setting a default value for the column in the database as quickword around.
