Is the PayPal Sandbox still working?

I am using : 5.1.3 and it seems the Sandbox is not working?

By the way, is there a change log as to what is new in 5.1.10 etc.? Thank you

I haven't tested the payapl sandbox in many years so unknown I know they have been changing a lot of payal features in last few years.
