+Added a setting to moderation emails to allow it to be sent a pm instead of an email.
!Link to the reported item now included in the reported notification.
+Changed how category level permissions work. If an allow is set in a of the membergroups assigned the permission gives access before it was in reverse.
!Fixed class for animated gifs was missing file and one case not updated.
!Fixed some PHP 8.0+ errors
