Administration Center Clean Up

I'm just curious, I'm willing to do this, but I just need to know where/what to look for.  What controls this:

[ Guests cannot view attachments ]

What I want to do is place all these separate groups into one group called "SMF Hacks".  (I'll be contacting the author of the ReSeller Theme to update the icons in a bit.)

I figure it may be in the Themes/{name}/Admin.template.php?  And if my custom theme doesn't have an Admin.template.php file, I'm also assuming that SMF is using the default files for the layout then?

What SMF Version?
It could be hooks or... edits to Sources/Admin.php

Hooks will be make it tricky to combine..

In that case it is mostly hooks based... and What I would suggest for dashboard. Is parse that admin menu array after the final hook call.  Then filter out/remove certain actions from that array or put an indicator on each entry  that it is smfhacks

And  then in output/template do like a javascript based hide/show for the SMFHacks Category which would then show all those mods
