Thumbnail creation settings

Where can I set up specific size for thumbnails to be created after images are uploaded?
Let's say I want all thumbnails to be 72x72 pixels, regardless of the original format of the uploaded image files.
For vertical images top and bottom, for horizontal - left and right parts of the image are cropped and the size adjusted to 72x72 px.

The cloest setting we have is
Max thumbnail width:   
Max thumbnail height:

That will limit to max 72x72
But it will not make all thumbnails 72x72 exactly if smaller or larger as it depends on aspect ratio since images could appear distorted if made the exact size.

That's what I've done. Cropping ability would be great.
