Functionality Problem With Adding Comments

Attached are screen shots from my forum's Gallery. In screen shot 1 it shows the dialogue box for adding comments. No spell check option appears and no emotions. Screen shot 2 shows the comment editing dialogue box after you have already added a comment. Only then does it allow you to spell check and add emotions. I am assuming this has nothing to do with my theme and has something to do with a functionality problem. Can you please advise?

The first is a screenshot of the quickreply field for the comments section and does not contain smileys,bbc code.

If you click on "Add Comment" link takes you to a page with the full bbc and smileys.

Thanks. The add comment link is not as obvious for most users I guess. It almost does not even look like a link. If it were a button would be more obvious I guess.

Would it be possible to add the spell check button and the smileys to the quick reply dialogue box as well so that the look and feel matches the comment edit screen?

Yes it would be possible to add place a feature request in the feature request forum so it can be added to 1.3.

Also, would it be possible to make the function that shows the time and date that a comment was edited to be an admin setting so that the admin has the option to show or not show that information?

In SMF is it an admin option that the admin can disable.
