Create a category under another user's name and upload pictures to this members category so they show up as belonging to him.  I don't seem able to do this.

Under Member Galleries find the members name in the list then click on to go their MyGallery from there you should be able to setup categories and upload images.

If you don't see the name of the user in the list check your Settings for User Galleries under Admin -> Gallery Configuration -> Settings

That doesn't quite work. I can upload images to this members gallery, but the images all show my name rather than the desired member's name, and when viewing the list of members galleries this member's total is zero, although clicking the category name shows the correct pictures.

If you edit the picture you can go back into and change it to the owner's username.

OK, I got it, but it doesn't help with the problem I originally posted.

Yes, you are right. I can now change the owner and everything looks OK.
