Listing Upgrades not working

I have all three of the default listing upgrades added yet it doesnt show them when I click upgrade listing.  This appears to not be working.

I have two upgrade features added, and am not seeing them as options when attempting to modify the listing.  The upgrade link works, yet neither of the upgrades I enabled appear in the list. 

Any chance this is a custom theme issue?  Everything else seems to be working and looking great with what I have installed, so that seems unlikely.

Yeah I need to work on adding some documenation it is a little tricky.
