Upgrade Listing Feature

The upgrade listing feature  seems to not be working.... the upgrades have been set up and can be seen in the admin area for the classifieds but when someone clicks on upgrade there is nothing there...... Any ideas as to why this is?!

They also need to be added to each category as well.
You have to first edit the category and add any upgrades to created in the admin section
