Payment notification problem?

I set up a test listing which was set as an auction. I accepted a bid and ended the auction early.

I know the buyer personally and asked him if he got a notifcation that he had won and if it had instructions on how to pay.  He said he hadn't received anything.

What is supposed to happen?  Is a pm sent?  Is there a payment link in the PM?  Does a button appear on the auction item? 

How do I get the payment now?

They receive a PM once the bid is accepted which sends them to a link to pay for the item if the user entered a paypal address or to contact the seller if no paypal address was entered.

Buyer received no PM.  PayPal address was entered.  Now what?
