Terms & Conditions Agreement Option

Would it be possible to make users check a check box or something to agree to a terms & conditions form (admin filled out) before enabling downloads.

I have some users that I would like to see sharing more, but until some form of terms are established that is binding I don't think that they will. I think this would make for a good option.
