Installation Error

Hi, I'm using a clean install of smf 1.1.1.

When I install smf gallery lite I get a modifications.english.php Test Failed. The admin link is missing and the menu link on top of the page is missing as well. See pic below.

I've set my permissions to all files writeable. I've installed others mods that I know modify that file and they install flawlessly.

Any ideas? Thanks.
