Category problem Line 813

When I'm veiwing images in "My Gallery" at the bottom there is a link to "Add a Picture".  Follow that link does not provide any Categories to choose from and therefore creates the error on line 813.

The url where the "Add a Picture is: /index.php?action=gallery;sa=myimages;u=1
It shows all of the approved images.
