creating blocks/bloc/table

Hello,
 I'm running SMF 1.1.12 , babylon theme.
 What mod will I use to create blocks/tables like in this site by the left side there is a block/table SMFHacks ( collapsible)
 How can I create such block/table ? what mod do I need to create it.

You can use a portal mod this site uses Tiny Portal and I made ezPortal so those are some options
