Upload and Download approval?

What I'm asking is if one of my fourm members uploads a file is there a way that he can say who can download it? Or maybe "approve" the download?

I want to set up ONE category where this could happen.
(Harry uploads a file and Joe want's to download Harry's file. Harry has to OK Joe to download it)?

Or something like that?

There are no user level permissions in that a user can't say that only this member can download a file etc.

We do have membergroup level permissions for upload control and download control along with upload approval for new downloads based on the membergroup level.
