Create gallery permission for regular members in main gallery

Is there a way to give regular members the permission to create new categories and upload photos to the main gallery without allowing auto-approval of photos and comments? For our forum we would like them to show up in the main gallery.

Not for regular members in the top level categories. They can create their own categories in their own personal gallery under member galleries.

You can create gallery moderators with the admin gallery permission and they will have the option to make any changes to the gallery.
