Move public category under user category?

I'm doing a bunch of bulk add's and as you can see from my other post, I have an initial problem of user categories not existing.  Once I get that worked out though, is there a way to move a public category to a user category?  That way, I can get on with the uploads until the user category problem is fixed.  It's not obvious to me how to do this.

There is no current way to move a whole category from a public category to a user category or vice versa.

We do have an option to move an individual picture from a public category to a user gallery or the other way around. To do this edit the picture as a gallery admin and there is an option to move an image to a user gallery or public category depending on the image.
