I there any way to give users permission delete their own listings, without giving full admin permissions?

Yes there is a setting in the main classifieds settings area

Look for the setting called "Allow members to delete their own listings if no bids"

How about closing their own listings?

Closing not at the moment they can only delete listings. Admin's can close listings.
