Multiple qty order of a single item doesn't work - SOLVED

Although I have items set-up to buy more than one, with a discouted price for 2 or more ordered, the option is not working.  No "quantity" drop down or input field to change the order quantity.

Users must use "add to cart", go back, and do it again each time to order more than 1 of an item and the discount does not apply.  I have to make manual refunds through PayPal for the difference.

Edit the item requires 3 things to be checked/inputed

"Requires Stock" must be checked
Item Quantity in Stock must be greater than zero

And Can have Quantity has to be checked
