As the Admin, I can see the option for "Bulk add pictures" but my regular members do not.
Is there a setting to allow regular members to bulk upload or is that only available to the admin?

Attach your ManagePermissions.php from your Sources folder. I think you are misssing a couple permissions.

It appears that you have not given them permission to use bulk uploads.
For each membergroup you must allow it under
Admin -> Permissions
