Membergroups by number of gallery votes/comments

As the title says, the idea was to set membergoups accordingly to the number of comments and/or votes made in the gallery. This would allow to promote active members and even establish quotas depending on their activity.

Since there was no reply, I assume it's not that simple. Since comments count as posts and there is the possibility to limit it by membergroup, is it possible to also limit by "Post count based groups" instead of only membergroups?
