TIFF support

This is likely an SMF issue, as uploading them to posts doesn't work either.  The file uploads, and the information is displayed like image dimensions, but the image itself doesn't render.

Does appear to be a bug with SMF's createthumbnail function for tiff support will see what I can find out though.
